The European Union and Canada have announced plans for an “ever closer partnership”, offering deeper cooperation without full EU membership. The proposal would cover areas including digital policy, trade, travel opportunities, supercomputing, technology, energy and critical minerals. Its precise terms will be negotiated over the next year, meaning the announcement contains political intent rather than firm commitments.
